Construction of Large Pulp and Paper Mass Plant in Russia


Ust-Kut, Irkutsk Oblast, Russia 13 December 2012 -- A large plant for the production of pulp and paper mass and bleached chemi-thermomechanical pulp is expected to be built in 2016 in Ust-Kut district of the Russian Irkutsk region.  

Total volume of investments in the construction of the plant is estimated at 50 billion rubles (EUR 1,2 billion). The project is expected to be implemented by local investors in the cooperation with the authorities of the Irkutsk region.

Start of construction works is scheduled for the next year, while their completion in 2016. Estimated capacity of the plant is 700,000 tons of bleached softwood pulp and 300,000 tons of bleached chemi-thermomechanical pulp per year. Payback period of the project 8-10 years.

Up to 30% funds for the project will be provided by investors, with 70% are expected to be allocated through bank loans.

Among the major features of the project are the absence of waste and environmentally harmful emissions, as well as low consumption of heat and electricity.

The new plant will create more than 1000 new jobs.

This will be one of the largest projects in the forestry industry of Irkutsk region for the last 50 years since the construction of Ust-Ilim forestry enterprise.
